Paul Heinrich is currently serving as President and Chief Executive Officer for the North Bay Regional Health Centre. Prior to this, he was President and CEO at Georgian Bay General Hospital in Midland and Penetanguishene and formerly Executive Director and Chief Financial Officer at the University of Calgary, Faculty of Medicine while also serving as Advisor to the Chief Clinical Officer of the Calgary Health Region. He has also held management positions at the Inuvik Regional Health and Social Services Board, the Chatham-Kent Health Alliance, Huntsville Hospital and, Muskoka-East Parry Sound Community Care Access Centre. He has served as a board director for the Canadian College of Health Leaders Board, MedBuy and several shared service organizations.
Paul holds his Master of Education (MEd) from Nipissing University, as well as, a Certified Health Executive (CHE) designation though the Canadian College of Health Leaders, a Master of Laws degree (LLM) from OsGoode Hall Law School of York University, a Chartered Director designation (C.Dir.) from McMaster University, a Chartered Professional Accountant, Certified Management Accountant designation (CPA, CMA), and a Bachelor of Business Administration (BBA) (honours) from Nipissing University.
Interim Vice President, Mental Health | Assistant: Cheryl Vainio
Ann Loyst is the interim Vice President of Mental Health. Ann brings more than 30 years of diverse and interesting nursing experience to the role. Ann has provided direct nursing care at hospitals in Sudbury, Sturgeon Falls and North Bay. Ann was an educator within the Nursing Faculty at Canadore College, and served as the Quality Assurance Education Coordinator for North East Ontario with the College of Nurses of Ontario. Ann worked as Manager in the Medicine Portfolio at North Bay General Hospital, and most recently as Director at North Bay Regional Health Centre.
Vice President, Clinical and CNE | Assistant: Lorraine Briere
Tiziana (Tiz) Silveri is the Vice President, Clinical Services and Chief Nursing Executive. She graduated with a diploma in nursing from Ryerson Polytechnical Institute and a Bachelor’s of Science in Nursing from Laurentian University Tiz has over thirty-years of health care experience with more than 20 years at the executive leadership level in a variety of acute, long-term care and community programs. A passionate leader who is patient centred and concerned with the well-being of the health team, Tiz has overseen a number of change initiatives both in organizational and system integration.
Tiz is active in the community serving on the North Bay Police Service Board for a number of terms and is part of Invest North Bay, the City’s volunteer board to maximize the economic outlook for North Bay. In the past, she also was the Chairperson and Vice Chairperson at Nipissing University Board of Governors and served on that Board for eight years. Regionally, she is the co-chair with the North East Local Health Integration Network (NE LHIN) of the Local Partnership Committee. Provincially, Tiz has served on a number of HQO (Health Quality Ontario) QBP (Quality Based Procedure) Advisory Panels.

Shirley Strood is the Vice President of Corporate Services. Shirley provides leadership and guidance to Finance, Performance Management, Decision Support, CIO & Information Systems, Patient Advocate, Facilities, Risk and Pharmacy.
Graduating from Canadore College in Food and Nutrition Management, Shirley has over 30 years continuous service starting with the North Bay Civic Hospital and now North Bay Regional Health Centre. Through progressive management positions over this time, Shirley has gained an extensive knowledge of corporate services; her most recent position was Director, Facilities Services.
Dr. Donald Fung
Vice President Quality & Chief of Staff | Assistant: Chastity Saudino
Dr. Donald Fung is the Chief of Staff and Vice President, Quality. He is a practicing Anesthesiologist who trained in Toronto and came to North Bay as a Locum in 1987. He holds a Masters of Science (Health Administration) from the University of Toronto. Dr. Fung has held multiple administrative positions as Medical Director Surgical Care Center, Medical Director Clinical Utilization and Critical Care Director.
