Paul Heinrich is currently serving as President and Chief Executive Officer for the North Bay Regional Health Centre. Prior to this, he was President and CEO at Georgian Bay General Hospital in Midland and Penetanguishene and formerly Executive Director and Chief Financial Officer at the University of Calgary, Faculty of Medicine while also serving as Advisor to the Chief Clinical Officer of the Calgary Health Region. He has also held management positions at the Inuvik Regional Health and Social Services Board, the Chatham-Kent Health Alliance, Huntsville Hospital and, Muskoka-East Parry Sound Community Care Access Centre. He has served as a board director for the Canadian College of Health Leaders Board, MedBuy and several shared service organizations.
Paul holds his Master of Education (MEd) from Nipissing University, as well as, a Certified Health Executive (CHE) designation though the Canadian College of Health Leaders, a Master of Laws degree (LLM) from OsGoode Hall Law School of York University, a Chartered Director designation (C.Dir.) from McMaster University, a Chartered Professional Accountant, Certified Management Accountant designation (CPA, CMA), and a Bachelor of Business Administration (BBA) (honours) from Nipissing University.

Tanya Nixon is the Vice President, Mental Health since May 2015. Prior to NBRHC, Tanya was the Vice-President Community Health Services with the South West District Health Authority in Nova Scotia where she provided leadership in the areas of Mental Health and Addictions, Continuing Care, Palliative and Supportive Care, Seniors Services, Primary Health Care, Public Health, Strategy, and Organizational Quality Initiatives. A dynamic leader with experience spanning the continuum of care across Nova Scotia, Tanya holds a Bachelor of Arts from Acadia University, a Bachelor of Social Work from McMaster University, and a Masters of Public Administration from Dalhousie University.
Vice President, Clinical and CNE | Assistant: Shelley King
Tiziana (Tiz) Silveri is the Vice President, Clinical Services and Chief Nursing Executive. She graduated from Ryerson University and has over thirty years of nursing experience working in a variety of acute and long-term care programs before moving into management.
Tiz is active in the community serving as Chairperson and Vice Chairperson with Nipissing University Board of Governors for eight years and currently serving on the North Bay Police Service Board for a second term. She also sits on the City’s Economic Development Board. Regionally, she is the co-chair with the North East Local Health Integration Network (NE LHIN) of the Local Partnership Committee and has also served as Co-Chair for the NELHIN Wait Time Advisory Panel for five years. In past, she has served as the executive hospital representative on the planning and development of local children’s treatment centre and presently the child/adolescent mental health program.

Sara Tonks is the Vice President of Corporate Services and Chief Financial Officer. Sara provides leadership and oversight to Finance, Performance Management, Human Resources, Volunteers & Communications, CIO & Information Systems, Patient Advocate, Facilities and Pharmacy.
Sara is a Certified Professional Accountant (CPA, CMA). Most recently she was the Director of Finance and Administration at the District of Nipissing Social Services Administration Board. Her career spans over 15 years and includes progressive management positions in commercial banking, post-secondary education, as well as privately held corporations. Sara obtained both her Bachelor of Science and Master of Business Administration degrees from Dalhousie University.
Dr. Donald Fung
Vice President Quality & Chief of Staff | Assistant: Chastity Saudino
Dr. Donald Fung is the Chief of Staff and Vice President, Medical Affairs since 2013. He is a practicing Anesthesiologist who trained in Toronto and came to North Bay as a Locum in 1987. He holds a Masters of Science (Health Administration) from the University of Toronto. Dr. Fung has held multiple administrative positions as Medical Director Surgical Care Center, Medical Director Clinical Utilization and Critical Care Director.
